Mr. Charan Singh is a Civil Engineer with more than 12 years of professional experience in infrastructure consultancy, construction supervision, technical evaluation, contract monitoring and quality assurance services across highway, building and public infrastructure projects. He has been associated with assignments executed under various contract structures including PPP, HAM, EPC and Independent Engineer/PMC frameworks, thereby gaining practical exposure to contract administration and technical compliance requirements in large-scale infrastructure projects.
During his association with various projects involving organizations such as Delhi Development Authority (DDA), Punjab Mandi Board, Punjab Heritage & Tourism Promotion Board, CGEWHO, MPRDC and highway projects under PPP/HAM models, he has been involved in review of technical documents, project specifications, drawings, construction methodologies, measurement verification, quality control processes and progress monitoring. His responsibilities have included scrutiny of contractor submissions, review of running account bills, reconciliation of materials, compliance assessment with contractual requirements and preparation of technical reports for project monitoring purposes.
His experience in Independent Engineer, Technical Audit and Project Management Consultancy assignments has provided practical understanding of issues that commonly result in contractual disputes and arbitration matters, including delay analysis, quality-related disputes, variation in scope of work, technical compliance issues, payment certifications and project performance obligations. He has also been involved in verification of supporting project records and technical documentation relevant for assessment of contractual claims. His multidisciplinary experience in project monitoring, technical due diligence and compliance assessment provides valuable support in contractual evaluation and arbitration assignments relating to infrastructure and construction projects.
